Draft Air Quality Permit for BHP Copper Mine near Miami in Gila Co.

ADEQ Director Steve Owens today announced that the ADEQ has issued a draft air quality permit for the BHP Copper mine near Miami in Gila Co. The proposed permit will regulate emissions of nitrogen oxides, particulate matter, volatile organic compounds & sulfur dioxide from the open-pit copper mine, associated crushing equipment, leach pad, extraction facility, & electrowinning operations.

"The draft permit will protect air quality in the area, while enabling BHP to continue moving forward toward re-opening the mine & creating much-needed jobs in the Miami area," Director Owens said.

The draft permit is subject to public review & comment before it can be finalized. The public comment period for the proposed permit will last through Nov. 8th. A public hearing will be held on Wed., Nov. 8th, at the Town of Miami Council Chambers, 500 Sullivan Street in Miami at 6:30 p.m. where anyone wishing to speak on the draft permit can do so.

Anyone wishing to provide written comments on the draft permit can submit them at the public hearing or mail them to: Director, Air Quality Division, ADEQ, 1110 W. Washington Street, in Phoenix. Mailed comments must be received by Nov. 8th.

After the public comment period closes, ADEQ will review & respond to all comments &, if needed, make any changes to the permit based on public input. Owens added that his office has worked hard to expedite permits in rural areas, to help support economic growth, while protecting air & water quality.

Napolitano Announces Aid For Arizona Ranchers

Gov. Janet Napolitano today announced the start of an application process for Arizona livestock producers to receive aid brought on by the impact of the 2006 drought. In August 2006, the U.S. Dept. of Agriculture (USDA) granted the Arizona Dept. of Agriculture (ADA) more than $2.4 million to distribute through the 2006 Livestock Assistance Grant Program.

“The 2006 drought adversely impacted Arizona’s livestock & brought unanticipated costs to Az. ranchers,” Gov. Napolitano said. “By working with USDA Secretary Mike Johanns, we were able to secure funds to assist our ranchers & continue the Az. livestock industry.”

USDA selected 13 Arizona counties for the program, using the U.S. Drought Monitors from March 9th, 2006 to Aug. 31st, 2006 as the basis for the selection. The money will be allocated to beef cattle & sheep producers in Apache, Cochise, Coconino, Gila, Graham, Greenlee, Maricopa, Navajo, Pima, Pinal, Santa Cruz, Yavapai & Yuma Counties.

“Livestock is an important industry to Arizona and we must maintain it,” ADA Director Donald Butler said. “This aid will help ranchers recover from the costs associated with the drought, such as supplemental feed, relocating livestock, increased feed transportation costs, & emergency water supply needs.”

To download the application, visit
azda.gov, under “Livestock Assistance Grant Program” or visit Farm Service Agency offices or University of Arizona Cooperative Extension offices. Applications must be returned to the Az. Dept. of Agriculture by 5 p.m. Fri., Dec. 29th, 2006 or postmarked by that date.

The declaration allows federal aid for the repair of storm-damaged infrastructure. FEMA assistance also will reimburse the tribe for the eligible costs of disaster-related debris removal & emergency protective services.

FEMA personnel will work with staff of the San Carlos Apache Tribe on a government-to-government basis to review disaster recovery projects. FEMA covers 75% of an eligible project's cost, with the San Carlos Tribe providing the remaining 25%.

Fossil Creek Road To Be Closed

Due to continuing de-construction efforts on the Childs-Irving Hydroelectric facilities, Forest Road 708 (Fossil Creek Road) closure is required by Arizona Public Service (APS) from Oct. 30th, 2006 through Nov. 30th, 2006, Monday through Friday.

Please note that these closures will severely limit access to the upper reaches of Fossil Creek during this period.

Closure location:

The east end of the closure for FR 708 will be located approx. 1/2 mile west of the entrance to the Upper Fossil Springs Trailhead near Strawberry. The west end of the closure will be located approx. 1 mile east of the intersection of FR 502 & FR 708.

Severe construction traffic restrictions will occur on FR 708 from Hwy. 260 near Camp Verde to the intersection of FR 502 from Oct. 30th, to Nov. 1st, due to heavy equipment & truck movement. Traffic diversions to Strawberry or extended delays on this stretch of forest road may occur.

This temporary closure is requested by APS in connection with the decommissioning of the power plant & facilities at Fossil Creek. This closure will affect the Tonto & Coconino national forests.

The APS crews will construct gates for each end of the closure & provide signage at the gates as well as on upper Fossil Creek Road & on FR708 at the Camp Verde end.

The Payson Ranger District office can be contacted at 602-928-7900 for further info or visit the Tonto site at fs.fed.us/r3/tonto or call 602-225-5200 (M-F, 8 a.m. - 4:30 p.m.).

Cardinals Get Packed

Another week, another Arizona loss. The Packers have beaten the comedic troupe that is the Arizona Cardinals (1-7). The Packers won 31-14. The Cardinals are an embarrasment to the state of Arizona as well as its residents and the taxpayers suckered into paying for an undeserved stadium. These fools do not deserve a long write-up. I will keep my postings about them short and direct. There are only two other teams that are on the same page as the Cardinals, just not as consistently horrendous. The (1-6) Detroit Lions & the (1-6) Miami Dolphins, both of whom will get a second win before the Cardinals. The Lions & Dolphins had a bye-week this week & the Cardinals have a bye-week next week, so we'll see this crapfest continue.

The Bidwell's have kept the team $40 million UNDER the salary cap. There is no excuse for not fielding an offensive line that is capable of protecting the QB. Don't get me wrong, this team has potential under an ownership that is willing to enable this team to flourish. I am calling for the NFL to investigate the Bidwell ownership under the file sharing and team ownership rules to have this team taken away from them. The owners make more money with the team losing, than producing and maintaining a winning team.

Prescribed Fires This Week In Payson area

The Tonto National Forest is planning a broadcast burn of approx., 415 - 500 acres on the Payson Ranger District in the area near Shadow Rim Girl Scout Ranch beginning this Monday. Burn plans also include some vegetative debris piles in the area.

"If ideal conditions of temperature, relative humidity, fuel moisture content, wind speed, etc. exist, we will be able to accomplish this project as planned," said Gary Roberts, Fire Prevention Officer. "Burning operations always depend on weather conditions & having enough personnel available to safely conduct the burns."

"Area residents & visitors in Rim country can expect to see significant smoke during the day, for up to a week, with smoke settling into drainages at night," cautioned Roberts. "In addition to Shadow Rim, other areas that will experience the most impact from the operation will be Washington Park, Whispering Pines, Verde Glen, & Rim Trail."

The purpose of these prescribed fires is to reduce the hazardous fuels in the areas & lower the chance of catastrophic fire, which could burn onto private land & endanger valuable electronic sites & property. Prescribed fires also help promote healthier forests & watersheds.

Fire managers have completed extensive work designing a plan that will safely treat the overgrown vegetation in this area.

Cement Company To Pay $300,000 For Violations

Attorney General Terry Goddard & ADEQ Director Steve Owens announced a settlement agreement with Arizona Portland Cement Company that requires the company to pay a $300,000 penalty for violating Arizona's air quality laws.

"I am committed to enforcing vigorously our environmental laws & ensuring that our citizens have clean air to breathe," Goddard said. "Industries that release hazardous air pollutants substantially above the permitted limits will face significant consequences."

"These are very toxic air pollutants," said Owens. "The substantial penalty reflects the seriousness of the violations."

The settlement results from violations of state & federal regulations governing emission of hazardous air pollutants, failure to submit test reports from the company's manufacturing plant, failure to install required temperature monitors by the required regulatory deadline & failure to submit required compliance certification reports. ADEQ issued 7 notices of violation to the company in 2003-2004 for not followingthe law. The settlement requires the company to:

* Pay $300,000 in civil penalties.
* Conduct annual performance tests to monitor hazardous air pollutant emissions.
* Take steps to assess raw materials used in the manufacturing process to ensure no future violations of air pollutant limits.
* Improve air quality in the neighboring community of Rillito by applying dust suppressants to an unpaved community road, installing a heating, cooling, ventilation system & air purifiers in a Rillito Community Center, & offering air purifiers to local Rillito residents.

Arizona Portland Cement, a division of California Portland Cement Company, makes cement in Rillito, Ariz., just west of Tucson. The settlement is subject to court approval.

Pinal Co Energy Efficiency Saves Over One Million

Since 1999 Pinal Co. Facilities Management has been on a mission: to find & eliminate energy wasting devices & replace with more efficient appliances. After 7 years-their mission has been an unparalleled success, but that doesn’t mean Facilities Management will stop & rest on their laurels. On a recent study of energy outlay costs, Pinal Co. has saved over $1.3 million-or an average of $29,762 a month.

The goal of saving money on energy costs began in 1999 when Facilities Management replaced 27 older Air Conditioning units with higher SEER units. The immediate result was a 40% increase in efficiency. Yearly, Pinal Co. saves $60,000 on A/C energy costs alone due to that upgrade.

Throughout the years, Facilities Management Director Mark Tucker has worked with Arizona Public Service in a performance contract to retrofit lighting devices in every County building.

While the County gets the equipment up front for free, APS is paid back with the money saved from the devices-money that would have been used in electrical costs.

“I’m glad the Supervisors have really been supportive of this partnership,” Tucker said. “We get the equipment without the capitol outlay & that means other departments are able to do more because we are not spending the money for these devices.”

Tucker said that looking at the overall picture, the County has 70% more office space than it did in 1997 & yet, with the energy savings from the upgrades & retrofitting- the energy bill is almost the same.

Most of the savings comes from improvements to the lighting fixtures. Just over $122.000 a year is saved by using lower wattage bulbs which use much less electricity. Tucker said that the lighting fixtures are relatively inexpensive to purchase, but the savings in kilowatts are greatest overall.

“We are always looking new & innovative ways to save money on our energy costs,” Tucker said. “We may be adding another component with APS to add even more savings to our energy budget.”

Since 2002 Pinal Co. has twice been the recipient of the Governor’s Award for energy efficiency beating out both Maricopa & Pima Counties.

A $2 per person entrance fee applies to pedestrians & bicyclists. The park is located off I-10, on exit 219 -- just 60 miles south of Phoenix, & 40 miles north of Tucson. When traveling along I-10 in southern Arizona, visitors can't miss the prominent peak at Picacho Peak State Park. There are 5 hiking trails at the park that vary in difficulty. In the spring, depending on the rainfall, there is an abundance of wildflowers including Mexican Gold poppies that cover the mountain. As the spring gets warmer, the Mexican Gold poppies are replaced with yellow brittlebush & yellow creosote. Later the mountainsides will turn from mostly yellow to purple as the purple lupine starts to overshadow the Mexican Gold poppies & then the cactus flowers will bloom.

Picacho Peak State Park has 85 electric & non-electric campsites. Campsites are available on a 1st come-1st served basis, picnic areas, ramadas, grills, dump station, restroom, showers, trails, historical markers & playground. Group areas for day & overnight use are available by reservation.

Attendees will have a once-in-a-generation opportunity to walk where Wyatt Earp, Doc Holliday, Virgil & Morgan Earp fought the Clantons & McLaurys in the legendary Oct. 26th, 1881 gunfight that made Tombstone famous.

On Thurs., Oct. 26th, a special reenactment of the Gunfight at the O.K. Corral will take place behind the O.K. Corral on the exact spot & time of day (2:30 p.m.) as the original Gunfight. Each day, various confrontations that surrounded the Gunfight, & the Gunfight itself, will be reenacted on the streets of Tombstone.

The Tombstone Courthouse State Park will host a rare exhibit of Wyatt Earp artifacts. For the 1st time, the public will be able to view the only map of the Gunfight at the O.K. Corral drawn by Wyatt Earp himself, as well as drawings of Wyatt's revenge killings of Cowboys Curly Bill Brocious, John Ringo, & Frank Stilwell. Other documents include an arrest warrant signed by Wyatt, a receipt from the O.K. Corral signed by the owner, John Montgomery, & tax receipts signed by Wyatt's rival, Sheriff Johnny Behan. Photographs on display for the 1st time include original pictures of Doc Holliday; "Old Man" Clanton; Tombstone's "surgeon to the gunfighters," Dr. George Goodfellow; Tombstone's founder, Ed Schieffelin; Wyatt's 1st 2 wives, Urilla & Mattie; & photos of Geronimo with his Apache warriors taken by Tombstone's photographer, C.S. Fly.

At noon on Sat. Oct. 28th, a funeral procession for the 3 cowboys killed in the Gunfight -Frank McLaury, Tom McLaury, & Billy Clanton--will be reenacted in Tombstone for the 1st time. Costumed visitors in antique buggies & on foot are invited to follow the horse-drawn hearses down Allen Street & pay their respects.

The Tombstone Repertory Company will perform Gilbert & Sullivan's 1878 comic operetta, H.M.S. Pinafore, nightly in historic Schieffelin Hall. Additional WNV Cases Confirmed In Pinal Co.

Pinal Co. health officials reported an additional 6 cases of West Nile virus (WNV) disease in people, bringing the total of human WNV disease cases in Pinal County to 10 so far in 2006, with 1 death. All 6 new cases are reported to be recovering. Of the 10 cases that have been reported to date, 1 was in the Florence area, 2 were in the Coolidge area, 1 was in the San Manuel area, 4 have been in the Casa Grande area, 1 was in the Queen Creek area, & 1 was on the Gila River Indian Community. All cases are being investigated by the Pinal Co. Division of Public Health.

An additional horse in the Casa Grande area was also reported to be WNV positive. The previous horse reported in 2006 was from the greater Florence area & has been euthanized. WNV is transmitted to humans & animals through the bite of an infected mosquito. Mosquitoes become infected with the virus when they feed on infected birds.

The overall risk of WNV to humans is low & most people infected will not experience any noticeable symptoms. A small percentage of people may experience more serious forms of illnesses that can include lasting or permanent neurological effects. People over the age of 50 are more likely to develop serious symptoms of WNV.

For health info about WNV, visit the Arizona Department of Health Services' site at westnileaz.com or call the State Public Health Hotline toll-free at (800) 314-9243. If you would like information concerning WNV, including locations for mosquito fogging in Pinal Co., please call the mosquito hotline at 520-866-6200.

Holy Cow...They Did It!!!

The Arizona Cardinals have sunk to a new low. The Cardinals have brought a new shame as they were a whipping post for the now 1-5 Raiders earlier today, by a score of 22-9. No new stadium or name changes can revive the flatlining Cardinals. The Bidwell family will allow Green to finish out his contract and release him and will promote from within as nobody in their right mind would want to coach the clown's of the NFL. I can't even make a joke about the continual suckfest that is this team, because they are that bad. The team now sits at a point where they are "due for a win." I would write a wrap-up of this game, however it was such a sad state of affairs that there is no warrant for me to do so. Next week the Arizona Cardinals will face the struggling, yet higher ranking 2-4 Packers. I would be surprised if Arizona were to get and maintain a lead to the bitter end. Next season don't expect to see the red sea(unless they play the Redskins or Chiefs) as more fans will be wearing the opposing colors at the University of Phoenix Stadium. Or as we in arizona call it, business as usual. Until the ownership, or lack there of, by the Bidwell family is revoked somehow, this pattern of being the leagues laughing stock will continue.
