DOD Office Of Economic Adjustment Grant

Maximizing land-use while protecting Arizona's military installations & their important missions is the continued focus of the newest Department of Defense (DOD) grant awarded to The Arizona Department of Commerce. The DOD Office of Economic Adjustment grant award of$129,000 will fund the Joint Land Use Study (JLUS) for Fort Huachuca in Sierra Vista.

This JLUS is part of the Arizona Military Regional Compatibility Project, which was conceived as a proactive statewide endeavor to convene the stakeholders around installations - the relevant jurisdictions, base personnel, landowners, & other interested parties- to address land use compatibility issues & potential solutions.

Missing Phoenix Attorney Search Continues

BACKGROUND: Phoenix attorney, William Westover, 54, was reported missing by his wife & son on Sept 24th, 2006, at approx., 9:30 p.m. He departed Deer Valley Airport at 10:43 a.m. on Sept. 24th, 2006, for a short pleasure flight. The destination is unknown but is believed to have been Sedona. The plane is a 1966 Cessna 182 that is white with a brown stripe, tail number 2700Q.

Heartland To Perform At The NASCAR Banquet 400

Heartland, will sing the national anthem for NASCAR at the Banquet 400 race in Kansas City, KS tomorrow. Their performance will be broadcasted nationally on NBC at 1:30 EST. Check local listings for details.

The White Mountains Falls Into Color

The view of fall colors in the White Mountains from the top of Sunrise Peak is well worth the trip whether you decide hike or enjoy the lift ride back down to the bottom. The lift will open on Oct. 7th & 8th from 10 a.m. to 4 p.m. for scenic lift rides. Prices are $10/adults, $5/children 12 & under. Lunch & snacks are available at the mountain so plan on spending the day.

Also, any child age 12 & under who takes a scenic lift ride on Oct. 7th or 8th, along with reciting 1 of the skier/snowboarder responsibility codes will receive a free season pass good for the 2006/2007 ski season. Each child who participates is also asked to bring a can of food or a new toy for the annual Christmas drive. Parents will be required to provide proof of age & sign a Release of Liability for children receiving a pass. A junior season pass is valued at $375 if purchased during the ski season.

Road Closure At Ellsworth & Empire

The intersection at Ellsworth Ave. & Empire Blvd. will be temporarily closed from 8 a.m. to 4 p.m. on Sat., Sept. 30th, & Sun., Oct. 1st, as electrical crews install the wiring & traffic signal heads at the intersection. This work is being completed during daylight hours because of the proximity to other energized power lines. It is anticipated that the traffic signal will be operational on Mon., Oct. 2nd, once the control box is installed and the traffic signal passes all field tests.

Motorists are advised to use Ironwood Drive-Gantzel Rd. & Bella Vista Rd. as an alternate route. Electronic message boards & detour markings will be placed at various locations near the intersection with latest closure & detour information. Local access will be maintained. Gov. Janet Napolitano unveiled a new campaign to help Arizona residents take steps to prepare for all types of emergencies at home, school & work. “Just in Case Arizona,” a statewide emergency preparedness campaign sponsored by the Az. Dept. of Health Services, is part of a continuous effort to ensure that Arizonans are prepared to respond to emergencies. “Arizona is at the forefront of emergency preparedness efforts,” Gov. Napolitano said. “‘Just in Case Arizona’ is the next step in our commitment to ensuring the safety & well being of all Arizonans.”

During September’s National Preparedness Month, the Governor is urging all Arizona families to take time to develop a plan to deal with an emergency situation - large or small - & figure out what to do if family members become separated & what supplies they would need in case of an emergency. This campaign provides simple steps that families can take to prepare themselves for an emergency situation, & offers tips for developing plans for home, school & work. Residents can now find a wealth of information, including checklists & family plans, through the “Just in Case Arizona” Website, found at www.az211.gov.

The campaign’s goal is to educate Arizonans about the importance of emergency preparedness & encourage residents to take action. The Az. Dept. of Health Services is working with local public health agencies, schools, community groups, & businesses across the state to raise awareness to ensure we are all better prepared for an emergency. Free Day On Tonto NF This Sunday

In honor of National Public Lands Day, the Tonto National Forest is offering a free day on Sun., Oct. 1st, to users of its developed recreation sites throughout the forest. (The only sites exempt from this free day offer are concessionaire-operated recreation sites located on the Payson Ranger District).

The day’s celebration is a kick-off event for the implementation of the new Tonto Pass Program which will begin on Oct. 2nd. The new Tonto Pass Program is a daily-use recreation pass program replacing automated fee collection machines on the forest.

The forest is one of the 5 most-heavily visited forests in the National Forest System with approx., 5.5 million visitors annually. The income from the recreation fee program is used for operation & maintenance of developed recreation sites including campgrounds, boat ramps & other day-use facilities.

Passes went on sale Sept. 25th.

The Tonto Pass Program provides opportunities to purchase daily passes & watercraft stickers near visitors’ homes at a time convenient to them - or at a variety of locations on the way to their forest destination. Retail vendors are working in partnership with the forest, providing over 80 outlets where the passes & stickers can be purchased. Many outlets are in the Phoenix metropolitan area & nearby forest locations, with others in Tucson, Flagstaff, Prescott, Casa Grande, Globe & Payson. Passes can be purchased at outlets in the Phoenix metropolitan area & nearby forest locations, with other outlets in Tucson, Flagstaff, Prescott, Casa Grande, Globe & Payson. Globe Post Office Passport Fairs

On 2 consecutive Saturdays, Oct. 21st, & 28th, Globe Postmaster Susan Kulak will host 2 Passport Fairs at the Globe Post Office, 101 S. Hill St., offering passport application services & passport photos. The events will be from 7:30 a.m. to 3:30 p.m. both Saturdays.

Appointments are not required for the 2 special events, however, they are accepted for passport services available at the Globe Post Office every weekday from 9 a.m. to 2 p.m. Appointments may be made in person or by calling the Post Office at (928) 425-2381.

Kulak noted that with new federal passport travel rules for international travel due at the start of 2007, customers are urged to apply for passports as soon as possible - at least 2 months before their departure date. Applying early also allows customers to avoid extra fees required by the U.S. State Department to expedite a passport application.

Normally, passport application fees total $97 for adults (16 years and older), with separate payments of $67 paid to the State Dept. for the passport application fee; & $30 to the U.S. Postal Service for its processing fee. For persons under age 16, the total cost is $82 with separate payments of $52 & $30 respectively. For expedited passport service, add $88.80 for each application ($60 goes to the State Dept. for rush fees & $28.80 is for Express Mail postage costs).

Passport photos can also be obtained at the Globe Post Office for just $15, allowing customers to make the application process a convenient one-stop task, Kulak said.

To ensure the passport process goes smoothly & efficiently, Kulak offers these tips:

· Bring proper proof of American citizenship or naturalization. This must be either a state-issued certified birth certificate - available by contacting the State Dept. of Health of your state of birth; a previous official passport; or a naturalization certificate if you are foreign-born. (Please note: a hospital-issued birth certificate is not acceptable.)
· Bring 1 officially-acceptable state or government photo ID - this can be either a driver’s license, military photo ID, or state-issued photo ID. Workplace IDs & regular photos are not acceptable.
· To save time, download passport application documents at usps.com/passport & fill out the application before bringing it to the Post Office.

The application process at the Post Office can take as little as 10 minutes, provided applicants apply early and have all the correct documentation. All applications are sent to the U.S. State Department for final processing & approval.

Second Human WNV Case Hits Pinal County

Pinal County health officials announced that an adult man in eastern Pinal Co. is the 2nd reported human case of West Nile virus (WNV) & the 1st death associated with WNV disease in the County for 2006.

Public Health officials are continuing to investigate the case & want to remind people that WNV activity peaks in Aug. & Sept. but can continue for as long as there are warm temperatures & moist air. So far this year, no bird or horse cases have been reported in Pinal County but 15 mosquito samples collected by the Pinal Co. Division of Environmental Health (PCDEH) have tested positive for the virus. PCDEH is continuing their monitoring & surveillance activities.

Two Phoenix Attorneys Selected To Serve County Bench

The announcement was made yesterday that Gov. Janet Napolitano has selected Karen Ann Potts & Christopher Thomas Whitten to serve on the Maricopa County Superior Court. Potts & Whitten will fill 2 vacancies, 1 newly created by population growth & the other by the resignation of Judge Mark Armstrong.

Potts, a pre-law professor at Phoenix College, worked at Streich Lang (Now Quarles & Brady Streich Lang) as a litigator & previously as an assistant Attorney General in the financial fraud division. She earned her bachelor’s degree in Applied Sociology from Northern Arizona University, & graduated with her Juris Doctorate from Arizona State University. Potts’ community involvement has included work with Habitat for Humanity & Valley Forward.

Whitten, a graduate of the University of San Diego’s school of law & the University of Arizona’s undergraduate business program, is an attorney with Whitten Berry, PLLC. He has previously taught law courses for various Arizona law organizations, & carries an active pro bono caseload. He is a youth sports coach & serves on the St. Thomas More Society’s board of directors.

Both Potts & Whitten are expected to take the bench before the end of the year.

EQIP Funds Available

Arizona farmers & ranchers can get help to pay for installing or implementing conservation management practices on their land.

USDA’s Natural Resource Conservation Service (NRCS) is taking applications until Nov. 1st, for the Environmental Quality Incentives Program (EQIP). The program provides money & technical assistance to help agricultural producers reduce soil erosion, improve water use, protect grazing land, & protect natural resources.

“EQIP is a voluntary conservation program that supports production agriculture & environmental quality as compatible goals,” said David McKay, State Conservationist.

NRCS employees’ will conduct a resource assessment of each applicant’s land use to determine resource problems. Conservation practices that treat multiple resource concerns & provide the most environmental benefits will place applicants in a higher priority. The assessment results in a score that determines if the project can be funded & how much will be awarded to the participant. EQIP offers contracts with a minimum term that ends 1 year after the implementation of the last scheduled practices & a maximum term of 10 years.

Up to 50% cost share is available, with a payment limitation of $450,000 per individual or entity for fiscal year 2006 contracts. Eligible tribes & individual tribal members can get 75% cost share & Limited Resource Producers & Beginning Farmers can obtain up to 90% cost share. Farmers or ranchers with direct or indirect gross farm sales of not more than $106,400 are considered limited resource producers & a beginning farmer must have been in operation for less than 10 consecutive years. Producers can visit their local USDA field offices for more information.

Ironwood-Gantzel Road Improvement Project Update

This is a series of construction alerts that will be issued throughout the construction of the Ironwood-Gantzel Roadway Improvement Project. These alerts will announce construction, detour & closure information as itaffects traffic.

1. SPEED LIMIT REDUCTION - The speed limit has been reduced to 25 miles per hour between Combs & Bella Vista. Motorists are reminded to observe all posted speed limits within the construction area. The fine for speeding in the construction work zone is $250 with the possibility of additional fines.

Fogging Scheduled for Maricopa, Coolidge & Stanfield

The Pinal Co. Division of Environmental Health (PCDEH) announced today 2 new West Nile Virus positive mosquito samples. This brings to 15 the total number of positive mosquito samples in Pinal Co. during the 2006 mosquito season. The most recent positive samples were collected in the City of Maricopa, the City of Coolidge & Stanfield.

PCDEH will conduct adult mosquito fogging, weather permitting starting Thurs. Sept. 28th, thru Sat. Sept. 30th, 2006 from 12:01 a.m. to 5 a.m. The area to be fogged in the City of Maricopa encompasses John Wayne Pkwy. to the east, Bowlin Rd. to the south, Green Rd. to the west, & McDavid Rd. to the north.

The area in the City of Coolidge encompasses Arizona Blvd. to the east, Vah Ki Inn Rd. to the north, Martin Rd. to the south & Skousen Rd. to the west. The area in Stanfield encompasses Stanfield Rd. to the west, Talla Dr. to the north, Hopi Way to the east, & Peters Rd. to the south (including the Stanfield Schools Complex).

There are several things that residents can do to reduce exposure during fogging:

* Close all windows & doors. Air conditioners can still be operated, but if they have vents to bring in outside air, they should be closed. Turn off evaporative coolers.
* Stay inside your home
* If possible, bring pets inside.
* 30 minutes after the end of the scheduled fogging each night, you may resume normal activities.

County health officials recommend all county residents take the following personal precautions to avoid mosquitoes & the diseases they may carry:
* Avoid outside activity between dusk & dawn, when mosquitoes are most active.
* If you must be outdoors when mosquitoes are active, wear lightweight clothing that covers your arms & legs and use an insect repellent containing an EPA registered active ingredient such as DEET, Picaridin or oil of lemon eucalyptus. Always follow the directions on the label.
* Make sure doors & windows have tight fitting screens & remain closed. Repair or replace screens that have tears or holes in them.
* Drain all standing water where mosquitoes can breed. This includes buckets, tires, cans, jars, bottles, & other containers that can hold water.
* Change water in flowerpots, birdbaths & pet watering bowls located outdoors at least twice per week.

City Of Globe Council Work Session

The Globe Council Work Session is tonight at 6 p.m. at the Municipal Building on 150 N. Pine St. in Globe.

Christmas Tree-Cutting Applications

Applications for a permit to cut a Christmas tree on 1 of 4 Arizona national forests are available to print out at the Tonto National Forest web page at www.fs.fed.us/r3/tonto. Applications are also available at Forest Service offices in Arizona & at other locations throughout the Phoenix metro area. A full list of these locations is available on the Tonto webpage.

A random drawing is used to issue permits because the demand for Christmas trees may exceed the supply of available permits. This year only 3,950 trees are available. Completed applications, including a $10 check or money order for the permit fee (cash will not be accepted), must be postmarked no later than Oct. 6th to receive consideration. Any applications postmarked after the deadline will not be accepted for the drawing & will be returned. Hand-delivered applications will not be accepted.

The drawing & processing of applications begins Oct. 18th. All successful & unsuccessful applicants will be notified by mail after Nov. 9th. If an applicant is successful, a permit & detailed cutting area map for the area will be issued. If an applicant is unsuccessful, the $10 application fee will be returned.

Ironwood-Gantzel Road Improvement Project Update

This is a series of construction alerts that will be issued throughout the construction of the Ironwood-Gantzel Roadway Improvement Project. These alerts will announce construction, detour & closure information as it affects traffic.

ADEQ Adopts Standards For Chemicals In Public Drinking Water

The ADEQ has announced that they will adopt standards to regulate the use of chemicals & equipment that come into contact with drinking water, further ensuring that Arizonans have a safe, reliable supply of drinking water.

Under a law that took effect yesterday, ADEQ will prescribe minimum standards for public water systems to use chemicals, additives & drinking water system components that come into contact with drinking water.

In 2004, ADEQ revoked the certification of a well operator who used household bleach, pool chlorine & other improper chemicals to disinfect the Rose Valley public drinking water system in Peoria, posing a potential hazard to human health. ADEQ's decision was upheld by the state Office of Administrative Hearings last year.

Under the new law, ADEQ is adopting existing standards by the National Sanitation Foundation (NSF), a non-profit organization that develops standards & provides product certification & education in the field of public health & safety. NSF standards for drinking water chemicals, additives & components have been adopted by 44 other states.

Gubernatorial Debates Set

The campaigns of Barry Hess & Janet Napolitano have agreed to a statewide series of debates to give Arizonans an opportunity to hear & compare their respective views.

Those dates are:
* Thurs., Oct. 5th, at the studios of KAET-TV in Tempe. Televised. (Required by Clean Elections rules).
* Tues., Oct. 10th, in Tucson (venue TBD).
* Thurs., Oct. 12th, in Flagstaff (venue TBD).

Although representatives of the Munsil campaign have issued a number of news releases asking for debates, they have not yet agreed to a date or location for any debate.

"We need to get going & move forward," said Napolitano campaign manager Noah Kroloff. "People all over the state want to hear from the candidates. Stalling only makes these kinds of events more difficult to schedule." Kroloff called on the campaigns to meet within the next few days to finalize details.

Libertarian candidate Hess added, "I look forward to a spirited debate & am grateful for the opportunity of the venues & for the opportunity for each of us to bring our ideas to the people of Arizona."

Schnepf Road & Skyline Drive Closure

Schnepf Road & Skyline Drive will be temporarily closed for road repairs & culvert installation in the vicinity of the Schnepf/Skyline curve beginning Mon., Sept. 25th, & continuing through Fri., Sept. 29th. Schnepf Road will be closed from Skyline Drive to Combs Road & Skyline Drive will be closed from Quail Run Lane to Schnepf Road until repair work is substantially complete & safe for travel.

Motorists will not be permitted through the work zone & are advised to use Bella Vista Road to Gantzel Road as an alternative route. Local access will be maintained. The repair work consists of roadway patching on Schnepf Road & Skyline Drive & installing a new culvert crossing on Schnepf Road.

New Sex Offender Measures Now Law

Measures that mandate more frequent monitoring of sex offenders, including stringent registration requirements & the wearing of Global Positioning Satellite (GPS) tracking devices by some parolees are among some of the laws now in effect in Arizona. These measures, designed to provide law enforcement with more updated information on sex offenders to protect the public were passed by the legislature & signed into law by Gov. Napolitano this session; the measure requiring GPS devices (SB 1371) became law immediately when signed on June 22nd, 2006; the others, listed below, are effective as of yesterday.

Throughout the summer, key state agencies – the Az. Dept. of Public Safety (DPS), the Az. Dept. of Corrections (DOC) & the Az. Dept. of Transportation’s Motor Vehicle Division (MVD) – have worked diligently to prepare for implementation of the new laws.

A synopsis of the laws & actions taken:

SB 1371 - Requires Level 3 sex offenders, the most dangerous type, to wear GPS ankle bracelets that provide law enforcement with next-day data on offenders’ whereabouts. DOC is fitting inmates with these devices & has a system in place to monitor them. The legislature has provided $750,000 this fiscal year to DOC & an equal amount to the state supreme court to fund this program. (This bill had an attached emergency clause & took effect immediately when Gov. Napolitano signed it.)

SB 1229 - Sex offenders without a physical address will now be required to register every 90 days, rather than annually. Because homeless sex offenders can be difficult to track, frequent registration requirements will give law enforcement a better idea of where they can be found on a regular basis. DPS is working with local sheriff’s departments to ensure they have the tools needed to notify homeless sex offenders of the changes, & assist in any way.

SB 1471 - Nullifies immunity from prosecution for sex offenders who commit crimes, then seek immunity by conferring with their court-ordered therapists before victims have an opportunity to report the crimes to authorities. Prior to the passage of this measure, sex offenders could easily premeditate crimes, commit them, then immediately tell their therapists to avoid prosecution, leaving victims with no recourse, & no state victims’ rights.

SB 1230 - To enable law enforcement to more easily verify address & other information on sex offenders, the MVD will provide daily information updates to DPS. MVD has already begun implementing the system that will transmit the data to DPS on a day-to-day basis. This measure also:


* Requires out-of-state offenders to provide DNA samples to local authorities
* Waives the need for law enforcement to obtain a search warrant to arrest sex offenders who have absconded by failing to provide their current addresses to DPS
* Allows law enforcement agencies to arrest absconders regardless of their whereabouts. For example, a Tempe police officer may arrest a sex offender registered in Tempe who has absconded to Apache Junction or other community.

"These measures are stronger tools to protect the community by tracking sex offenders," said Gov. Napolitano. "Our State agencies are positioned to implement from Day One, & we have been working with local law enforcement to enforce them at the local level."

In the summer of 2005, the Governor directed DPS to establish “Project Absconder,” a program geared toward finding sex offenders who have failed to provide current address information as required by law. The program has dramatically reduced the absconder rate to one of the lowest in the Western states.

Poetry Forum

The Gila Community College will host a Poetry Forum at the Gila Pueblo Campus on Sat., Sept. 30th, from 6 p.m. to 8 p.m. The forum is offered as an opportunity for poets to share their work with others.

The mission of the GCC Poetry Forum is to demonstrate the relevance & centrality of poetry to the general public through the oral presentation of poetry. The purpose is to also introduce & develop an appreciation of poetry in elementary, junior & senior high school students.

Claypool Cleanup Reminder

Globe Clean & Beautiful is planning a huge cleanup day tomorrow in the Claypool area.

Volunteers are eagerly welcomed for tomorrow’s cleanup, which will coordinate from the LDS Church in Claypool, beginning at 7 a.m. Doughnuts will start out the day & pizza & burros are planned for lunch, & volunteers will certainly earn their way as more than 100 tons of trash need to be picked up & hauled away. Several dump trucks & front end loaders will be on site to help with the cleanup.

If you would like to give a small donation or cook something & drop it off or organize some additional volunteers, it will be a great help. Volunteers should bring work gloves. Anyone with a pickup truck who is willing to drive the route & help haul the collected trash will be much appreciated as well.

Gila River Near Winkelman Has High Bacteria

Due to recent flooding, water testing of the Gila River near Winkelman has indicated elevated levels of bacteria. Residents should avoid contact with Gila River water in the Winkelman area until further notice. The A.D.E.Q. & Az. Dept. of Health are assisting counties with this issue until it has resolved. Further testing is being conducted. Municipal & well water in the Winkelman are are not part of this advisory. 23rd Annual Apache Jii (Day) Celebration

Downtown historic Globe will be a pageant of color & sound on Oct. 14th, as the 23rd Annual Apache Jii (Day) celebration gets under way.

The day is chock full of entertainment, arts & crafts booths & savory foods. Tribal royalty in full traditional dress & native entertainers from flute players to hoop dancers will be on hand for a full day of activities.

The day begins at 9 a.m. in front of the historic old courthouse at the corner of Broad & Oak, one block east of the US 60 highway. Opening ceremonies feature a traditional Apache prayer & the national anthem sung by 17-year-old Jamie Kniffin, who has been participating in Apache Jii for the past 10 years. Her heart-stirring rendition of the national anthem in Apache has become a tradition for this event.

More than 100 booths featuring jewelry, painting, beading, wood & stone carving & more are expected for the street fair. Entertainment is planned throughout the day & no one will go hungry if they stop by the food booths which will feature everything from delicious Apache fry bread & Indian tacos to more traditional dishes like acorn stew.

There is no admission charge for Apache Jii, an event originally started as a thank you to the San Carlos Apache Nation, which borders Globe to the east. The festival has grown every year & offers a unique chance for visitors to talk one-on-one with Native Americans from throughout the Southwest. There is nothing like choosing a piece of jewelry or artwork after visiting with the artist who designed it.

In addition to the wide variety of storytelling events, this festival features several booths with a lot of good food, & entertainment from local bands Mundo Latino Mariachi Trio, MYS Fiddlers, Oceans Apart, Los Brisas Star Steelers, & the Sue Harris Duo.

Featuring some of the top names among national & regional storytellers, Mesa Storytelling Festival hosts traditional telling throughout the 2-day festival. Storytelling events are scheduled morning, afternoon & evening on 3 stages/tents for audiences to experience.

Newly added events to this year’s festival include celebrations for the Halloween weekend with a Children’s scary story Hour & Costume Parade on Oct. 28th. The Costume Parade & Scary Stories for Children is a free event held in the Tent on the Green. Stories will be appropriate for children 5-8 years of age. The public is encouraged to bring their children in the morning for the free event, & then purchase tickets for the remainder of the festival.

Other new events for this year’s festival include the Early Bird Concert on Oct. 27th, held in the Tent on the Green, & the After Hours Receptions (Oct 27th & 28th) at the Phoenix Marriott Mesa where the public can meet & interact with the storytellers. Additional special events to round out the weekend’s festivities include a Scary Story Hour for Adults, a Story Swap & a “Humor Us” concert.

Globe Post Office Passport Fairs to offer application & photo services

On 2 consecutive Saturdays, Oct. 21st, & 28th, Globe Postmaster Susan Kulak will host 2 Passport Fairs at the Globe Post Office, 101 S. Hill St., offering passport application services & passport photos. The events will be from 7:30 a.m. to 3:30 p.m. both Saturdays.

Appointments are not required for the 2 special events, however, they are accepted for passport services available at the Globe Post Office every weekday from 9 a.m. to 2 p.m. Appointments may be made in person or by calling the Post Office at (928) 425-2381.

Kulak noted that with new federal passport travel rules for international travel due at the start of 2007, customers are urged to apply for passports as soon as possible - at least 2 months before their departure date. Applying early also allows customers to avoid extra fees required by the U.S. State Department to expedite a passport application.

Normally, passport application fees total $97 for adults (16 years and older), with separate payments of $67 paid to the State Dept. for the passport application fee; & $30 to the U.S. Postal Service for its processing fee. For persons under age 16, the total cost is $82 with separate payments of $52 & $30 respectively. For expedited passport service, add $88.80 for each application ($60 goes to the State Dept. for rush fees & $28.80 is for Express Mail postage costs).

Passport photos can also be obtained at the Globe Post Office for just $15, allowing customers to make the application process a convenient one-stop task, Kulak said.

To ensure the passport process goes smoothly & efficiently, Kulak offers these tips:

· Bring proper proof of American citizenship or naturalization. This must be either a state-issued certified birth certificate - available by contacting the State Dept. of Health of your state of birth; a previous official passport; or a naturalization certificate if you are foreign-born. (Please note: a hospital-issued birth certificate is not acceptable.)
· Bring 1 officially-acceptable state or government photo ID - this can be either a driver’s license, military photo ID, or state-issued photo ID. Workplace IDs & regular photos are not acceptable.
· To save time, download passport application documents at
usps.com/passport & fill out the application before bringing it to the Post Office.


The application process at the Post Office can take as little as 10 minutes, provided applicants apply early and have all the correct documentation. All applications are sent to the U.S. State Department for final processing & approval.

Governors Ask Congress To Restore Critical National Guard Funding

Governor Janet Napolitano joined her colleagues from 4 other states today in calling for full funding of the “Predator Unmanned Aerial Vehicle (UAV)” Program for the states’ National Guard Units. The Predator, a drone aircraft that is capable of flying for extended periods of time & can be used for border security, reconnaissance & battlefield support, is considered to be an emerging mission for the military, & critical for National Guard personnel to be included in training & use of the aircraft.

The letter, addressed to members of the Defense subcommittees of the. U.S. House & Senate Appropriations committees, who are preparing the conference report for next fiscal year’s defense appropriations bill, calls for restoring $76.7 million in funds for the Predator program. It is signed by Governors Napolitano, Arnold Schwarzenegger of California, George Pataki of New York, John Hoeven of North Dakota, & Rick Perry of Texas.

“We write this letter not only because our Air National Guards will be the next units to receive the Predator mission, but because the Predator is 1 of the most vital tools used by our armed forces in the fight against terrorism,” states the letter. “Our Air National Guard units stand ready to serve our country by performing this essential mission.”

Napolitano fought to win back Predator funding after Congress had slashed its budget. Napolitano & the other Governors risk losing it again if Congress does not appropriate the necessary funds to pay for the Predator mission.

City Of Globe Water Dept. To Turn Off Water

The City of Globe Water Dept. will be turning the water off from Evans St. & Hwy 60 to the area of Fly-A-Way Travel this morning from 8:30 a.m. to approx., noon in order to replace a water valve. This will affect all business & residences along this area.

Globe Unified School District Meeting

The meeting is tonight, at 6 p.m. in the Globe Junior High School's Multi-purpose Room. An Executive Session is planned for tonight at 6 p.m. or shortly thereafter.

Underage Drinking Coalition Meeting

The Underage Drinking Coalition will meet tomorrow at the old Globe Junior High School building. The meeting, is from 11 a.m. to 1 p.m., & will be held in the board room. Lunch will be served.

ADEQ Offering Water Quality Improvement Grants

ADEQ Director Steve Owens announced that the ADEQ is accepting Water Quality Improvement Grant applications in order to allocate $1.5 million for projects that improve water quality throughout Arizona.

Each year ADEQ allocates funding to public & private entities in Arizona through its Water Quality Improvement Grant Program. The funds are provided by the U.S. Environmental Protection Agency under the federal Clean Water Act.

Each applicant must provide 40% in nonfederal matching funds to implement an "on-the-ground" project to improve & protect water quality in Arizona by addressing a nonpoint source of water pollution.

Nonpoint source pollution is the nation's largest source of water quality problems. It occurs when rainfall, melting snow, or irrigation runoff picks up pollutants & deposits them in rivers, lakes or other ground water sources. Agriculture, forestry, grazing, septic systems, recreational boating, urban runoff & construction all contribute to nonpoint source pollution.

New Partner

The Gila Community College & Payson Regional Medical Center (PRMC) are partnering to enhance the Registered Nursing program. Chris Wolf, CEO of PRMC, & Margo Bracamonte, Senior Dean of Gila Community College, have identified a plan that will bring quality nursing training to students in the Payson area.

The plan includes establishing a skills lab at the medical center in Payson & funding to help secure a highly qualified nursing instructor in Payson. The plan allows for Payson Regional Medical Center & the college to build capacity in assuring quality training opportunities for students & assuring the medical center a well trained nursing staff. Senior Dean Bracamonte notes, “Our collaboration with Payson Regional Medical Center is a true milestone for the college’s nursing program. This is an exciting time for both the PRMC & the college.”

The Registered Nursing Program was implemented 1 year ago & continues to be the cornerstone of the workforce development effort for the college.

Butterfly Walk/Birdwalk At The Arboretum

There’s a Guided Butterfly Walk Saturday at 9:30 am, & a Birdwalk Sunday 8:30 am at the Boyce Thompson Arboretum. Also, on Sunday is their unique "edible/medicinal desert plants" tour at 9:30 a.m. with Choctaw nation tribal member and ethnobotanist David Morris.

Guided weekend tours are included with regular daily admission of $7.50 for adults, $3 for ages 5-12. To get there, just take Highway 60 (the Superstition Freeway) East to Milepost #223, about 45 minutes West of Globe-Miami as you approach the town of Superior (or 30 minutes East of Apache Junction).
