License Plate Readers Now On Police Vehicles

During a demonstration with the Az. Dept. of Public Safety (DPS), Gov. Janet Napolitano introduced the new License Plate Readers (LPRs) now being utilized to instantly detect stolen & suspect vehicles. The LPRs have been in use at DPS for only a few short months, & are capable of reading 1,500 plates during a standard officer’s shift of 8 hours. By comparison, an officer can input approx., 40 in the same period.

Arizona’s stolen vehicle rate is high, mainly because of its proximity to the border with Mexico. Combined with stepped up cooperation between the DPS & the state of Sonora, Mexico, the LPRs can eventually contribute to the detection of thousands of vehicles before they head south & become virtually impossible to recover.

“This is an amazing and highly useful piece of technology,” said Napolitano. “They are efficient & will in time have a dramatic impact on the recovery of stolen vehicles in our state, whether they are used for human trafficking, drug dealing or to strip & sell.”

* As of early August, the LPRs had read more than 110,000 plates. The devices are in use in five DPS police interceptors, & are in use during the assigned officer’s shift.
* Each of the devices cost $22,000, paid for through a combination of anti-racketeering (RICO) & general agency funds.
* The LPRs are able to photograph the driver of a suspect vehicle, in the event possession becomes an issue in filing charges or prosecution.
* The LPRs can pick up the plate of a vehicle being sought in an AMBER Alert. The officer simply enters the plate information into the computer (mounted onto the dashboard), enabling the system to be on the lookout for the vehicle.

The LPR cameras are mounted to the front bumper of the police interceptor, while a keyboard & monitor system are installed in the front seat of the car. The system is capable of instantly reading & scanning a database of plates & alerting the officer if it's stolen or wanted.

National Preparedness Month is a nationwide effort to increase public awareness about the importance of preparing for emergencies or disasters & to encourage families to take action.

As part of Arizona Preparedness Month, the Governor invited Arizonans to continue volunteering & reminded attendees of the importance of being prepared for future unforeseen disasters. “The devastation brought about by Hurricane Katrina provided us with many valuable life lessons, not the least of which is the importance of being prepared for the unexpected, both individually & as a community,” said Governor Napolitano.

$65,000 Penalty Against Roadway Express

Arizona Department of Environmental Quality Director Steve Owens & Arizona Attorney General Terry Goddard announced that Roadway Express, Inc., has agreed to pay $65,000 in civil penalties for violations of the Arizona Hazardous Waste Management Act. The company, based in Akron, Ohio, transports industrial, commercial & retail goods.

On Sept. 17th, 2004, a tractor trailer stored at the company's 2021 S. 51st Ave. trucking hub facility in Phoenix caught fire when hazardous waste illegally stored in the trailer spontaneously combusted. A second tractor trailer also caught fire during the incident. Fire extinguishers were stored inside the tractor trailers & were therefore not available for use when the fire started.

"The company's improper storage of hazardous waste posed a threat to the public, the environment, & the company's own employees," Owens said. "It's fortunate that no one was injured in this event. The substantial penalty reflects the seriousness of the violations."

ADEQ's Emergency Response Unit was called to the scene by the Phoenix Fire Department to assist with the response effort. During a subsequent inspection of the facility, ADEQ discovered the wastes had been stored for more than one year in an undivided tractor trailer without any ventilation or means of separating the incompatible materials, in violation of Arizona's hazardous waste laws. The wastes included approx., 30 containers of corrosive acids & bases, batteries, the solvent methyl ethyl ketone, & xylene, a solvent that is also an element of gasoline.

In Nov. 2004, ADEQ issued a Notice of Violation (NOV) to the company for storage of hazardous waste without a permit, failure to prevent accidental ignition or reaction of ignitable or reactive hazardous waste, failure to segregate incompatible hazardous waste, & failure to submit hazardous waste manifests to ADEQ.

"The Attorney General's Office and ADEQ continue to prosecute companies that violate the hazardous waste laws," Goddard said. "Roadway's improper operation of its facility & the resulting fire created potential harm to the public & environment. Companies must make an ongoing commitment to comply with Arizona's environmental laws.'"

The settlement is subject to court approval.

WIFA Seeking 2007 Funding Cycle Applications

As part of its continuing effort to provide financial assistance for Arizona's water & wastewater infrastructure, the Water Infrastructure Finance Authority of Arizona today began soliciting clean & drinking water State Revolving Fund Project Priority List (PPL) applications for the 2007 funding cycle from governmental & non-governmental drinking water & wastewater facilities.

In state fiscal year 2006, the WIFA Board of Directors has approved more than $128 million in low-interest loans from Arizona's Clean Water Revolving Fund (CWRF) to wastewater & water reclamation facilities. The WIFA Board of Directors also approved more that $76 million in low-interest loans from Arizona's Drinking Water Revolving Fund (DWRF) to drinking water facilities.

By submitting an application to WIFA, eligible borrowers are included on the annual Project Priority List (PPL), which is part of the clean & drinking water Intended Use Plans. Projects are prioritized based on public health factors, condition of drinking water or wastewater facilities, local fiscal capacity, prior year funding, & project benefits including water quality improvement, conservation & consolidation/regionalization. The PPL process ensures that those who most need financial assistance receive funding.

WIFA will host a financing workshop as a part of its applications process. The workshop is scheduled for:

* Friday, Sept. 22nd from 1-3 p.m. at the WIFA Offices, Room 250, 1110 W. Washington St., Phoenix.

The deadline to submit a CWRF or DWRF Project Priority List application is October 5th, 2006. Following a public review & comment period, the WIFA Board of Directors will approve a final Intended Use Plan & Project Priority List for the Clean & Drinking Water State Revolving Funds in December. The Intended Use Plan & Project Priority List become effective on Jan. 1st, 2007.

Clean & Drinking Water State Revolving Fund Project Priority List (PPL) applications can be found at WIFA's Web site (www.azwifa.gov).

Bartlett, Horseshoe & Other Road Closures

The roads to Bartlett Dam & Horseshoe Dam and their lakes have been closed due to storm damage. It is very probable that the most recent extensive damage will cause them to remain closed through the weekend while crews work to make repairs.

“Recent fire activity in the Tonto National Forest has destroyed considerable watershed, & no sooner do we get the roads repaired, & they get washed out again,” said Michael S. Ellegood, Maricopa County Engineer & Public Works & Transportation Director. “The heavy flows have now created new channels that wash away entire sections of roadway.”

The roads had been washed out Tuesday night, but were repaired again Wednesday afternoon. Bartlett Dam Road is a Maricopa County Department of Transportation road, located on the Cave Creek Ranger District, Tonto National Forest.

Electronic message signs are being placed in the area to warn motorists before they get to the roadway.

ADDITIONAL MDCOT CLOSURES
Desert Hills Drive and 15th Avenue, all directions
Desert Hills Drive and 19th Avenue, all directions
19th Avenue and Galvin Parkway, all directions
Sossaman Road and Warner Road, all directions
Riggs Road, between Sossaman and Hawes
Ellsworth and Germann, all directions

Motorists should be aware that many roadways often wash out during storms in the immediate area, or upstream, & travel may be restricted with little or no notice. This may also apply to leaving a recreation area where the roadway was easily passable on entry, but is seriously damaged from rain which may have been many miles away, but the runoff caused roadway damage.

As in any flooded roadway event, the Maricopa County Department of Transportation urges motorists, “Turn Around, Don’t Drown!” Drivers should also remember to treat inoperative traffic signals the same as a four-way stop.

AOT received a Mercury Award for its Grand Canyon IMAX Road Show campaign. The promotion was an effort to “reclaim the Grand Canyon,” an objective set forth by Gov. Janet Napolitano. The Grand Canyon IMAX Road Show was held in April 2005 in 6 major UK cities – Glasgow, Bradford, Bristol, Manchester, London & Birmingham. The Road Show spanned 3 weeks, with 2 cities being featured each week, giving local schoolchildren & general audiences the opportunity to view the film & learn more about the history & geology of the Grand Canyon.

NAU Receives $17 Million

Gov. Janet Napolitano announced that Northern Arizona University (NAU) is to continue representing the state for the federal GEAR UP statewide grant. NAU will receive a 6-year, $17 million grant to continue the state’s GEAR UP program. Once the required financial match is met by cash & in-kind contributions from schools & community partners, a total investment of $34 million will be available for GEAR Up programs, services & scholarships over the next 6 years.

GEAR UP, which stands for Gaining Early Awareness & Readiness for Undergraduate Programs, is a federally funded dropout prevention & college-access program for students in economically disadvantaged schools. The program is a statewide partnership among NAU, Arizona State University & individual schools & school districts.

Arizona’s experience with GEAR UP has been impressive. The previous state grant worked with students from 2000 to 2006, beginning in middle school & continuing through high school graduation. Participants experienced a graduation rate of nearly 88% compared to the average state rate of 67%.

More than 2,000 students in GEAR Up partner schools graduated from high school this year. Additionally, about 500 of these GEAR UP students received $9 million in scholarships to attend any accredited post-secondary institution.

Sixty-five percent of GEAR UP students are minority, predominantly Latino & Native American, & 84% are 1st-generation college prospects. The new state grant will build on partnerships with schools in Coolidge, Flagstaff, Miami-Globe, Phoenix & Yuma, as well as a partnership with Arizona State University.
