Pinal County Targets "Bandit" Signs
The bandit signs, usually no more than 2 by 3 feet, advertise anything from open houses to babysitting that all have one thing in common, they are illegal. Whether they are in the County right-of-way or off to the side near a fence, they are usually breaking County Zoning Ordinance Article 22, Section 2203, paragraph D, which reads: No sign may encroach upon or overhang adjacent property or public right-of-way. No sign shall be attached to any utility pole, light standard, bridge, or any other public facility located within the public right-of-way. Signs may be located in or project into required yards but no sign nor any support for a sign shall be located in, or project into any private street, alley, easement, driveway, parking area or pedestrian way in such a manner at to obstruct the intended use or to constitute a safety hazard. The Pinal County Planning & Development has partnered with the Public Works Dept. to help solve this problem. While right of way issues are under the umbrella of Public Works; the Planning & Zoning Code Compliance Officers have been tackling the enforcement of the signs in the right-of-way.
