Latest E.L.L. Bill To Reach Judge

Napolitano has passed the fourth Legislature's plan to improve instruction to English-Language Learners in school's to a federal judge. Gov. Napolitano said she would let House Bill 2064 go into law without her signature, even though she believes the plan spends far too little & has other possibly illegal flaws.
