Napolitano vetoes latest English Learning Bill
For the second time in two days, Gov. Janet Napolitano has rejected the Legislature's plan to revamp school programs for teaching immigrant students English. The passage of the two bills had apparently met the deadline set by a federal judge to retool the state's English Language Learning programs. The judge has said he'd start fines of $500,000 a day if the state didn't act quickly.
