Governor Janet Napolitano objected to the inclusion of an unlimited corporate tuition tax credit in the bill, which she estimates could cost the state $850 million. She calls it the alt-fuels scandal all over again, with a different name. Surrounded by every Democratic lawmaker at a hastily called news conference, Governor Janet Napolitano laid it on the line. "The minute that bill hits my desk, it is going to be vetoed," she said. "Special session at 5 o'clock, you've got seven hours before midnight. Take another stab at it." A federal court has promised daily fines of $500,000 starting tomorrow if an acceptable plan isn't adopted.
