Groundbreaking

Arizona's first ethanol production facility broke ground today in the city of Maricopa. Pinal Energy LLC will create 45 new high-value jobs, and play a major role in reducing carbon monoxide emissions from motor vehicles. This project is significant to Arizona's energy security and air quality,” says Governor Janet Napolitano. “It will reduce our dependence on out-of-state ethanol and will contribute greatly to improving air quality for Arizonans.”

The impact the facility will have on the local economy is substantial as it will create jobs, provide an additional industrial tax base for the city of Maricopa, Pinal county and the state of Arizona and create another market for Arizona’s farmers,” says Mayor Kelly Anderson, City of Maricopa. “The city is encouraged by the corporate commitment Pinal Energy has shown by continuing to meet Maricopa’s standards for safety, trucking routes, site plan, building elevations and landscaping designs.”

In addition to ethanol, Distillers Grain and CO2 (liquefied and dry ice) will be produced at the facility. Both are by-products of ethanol production. The ethanol production facility will be located in the City of Maricopa. Construction is expected to take one year. Ethanol production would begin the first quarter of 2007, with a production rate of 55,000,000 gallons annually.

Tucson Parishes To Financially Separate

All of the 74 parishes in the Roman Catholic Diocese of Tucson will be legally separated by the end of February so the church can rebuild from bankruptcy caused by the sexual-abuse lawsuits. Each parish will incorporate and take legal title to its property, transferring it from the diocese. The legal separation doesn't mean they'll be run as standalone operations, however. Bishop Gerald F. Kicanas will sit on each parish board, as will diocesan Moderator of the Curia Al Schifano and the pastor of each church. The five-person boards will be rounded out with two lay members.

A FINE Day It WIll Be

The state could be on the path for $500,000 daily fines since it hasn't met a federal court's deadline to improve instructional programs for students learning the English language. A lawyer for plaintiffs whose lawsuit produced the court orders says the fines started yesterday but that he doesn't expect any checks to be written immediately.

Just a few things to point out;

1) The bill is directed to students that are learning Spanish to English, not other languages.

2) The daily fines will hurt the monies that go to the schools that are supposed to fund this program, and have an ESL program already instituted.

The schools in more rural areas will be hurting due to this judge's careless action. If he has kids, they more than likely attend schools with enough funding that his ruling won't hurt them as much.

Florence Schools To Go Four Days A Week?

Officials say they want to get a leg up in attracting qualified teachers to the fast-growing San Tan area. Florence Superintendent Rick Sagar says research shows operating costs are reduced and student achievement improves in schools that are in session four longer days each week. In return, kids get a three-day weekend. Those three-day weekends would also make it easier to attract teachers to the district, which currently has about 5,000 students. Florence schools are on a year-round schedule and would continue to have sports and some other activities on Fridays.

The competition, which celebrates the values and documents the successes of education in Indian communities, is again open to American Indian and Alaska Native students in grades K-12, and now includes preschoolers ages 4 and 5. Court Slams Qwest Over Attempts To Avoid Fees

A federal appellate court rejected Qwest Communications' argument that right-of-way fees assessed by Tucson and 3 other Arizona cities were unlawful and should be eliminated. The 9th U.S. Circuit Court of Appeals decision represents the latest defeat in Qwest's years-long effort to avoid paying the annual fees for the right to use its lines and cables across Arizona cities and towns. Company officials described the court's recent decision as a setback for consumers because the fees are passed directly to Qwest customers in Tucson, Globe, Miami and Nogales. No two ordinances are identical, but the fees range from 2 percent to 5 percent of the company's gross revenue derived from services offered to residents and businesses. Tucson, for instance, assesses a 2 percent charge on all telecommunications providers and an additional 1.5 percent for right-of-way users such as Qwest.

San Luis Police Captain Arrested

A DUI arrest has forced fifty-year-old John Gilbert Miranda resigned his post earlier this week, days after the California Highway Patrol arrested him for drunk driving. Miranda has had an earlier alcohol-related problem when he was demoted in 2003 after a DPS report found that he drank on duty at a 2001 meeting in Mexico and then crashed a city car on his way home. Miranda has filed for retirement and the arrest won't affect his pension. California prosecutors have yet to file formal charges.

D-Backs Get Vizcaino

The Arizona Diamondbacks have agreed to terms with righthanded pitcher Luis Vizcaino on a one-year contract, thus avoiding salary arbitration. Consistent with club policy, financial terms of the agreement were not disclosed. Vizcaino, 31, was acquired on December 20 with righthanded pitcher Orlando Hernandez and outfielder Chris Young in a deal that sent Javier Vazquez to the White Sox. Vizcaino appeared in 65 games last year for the White Sox, going 6-5 with a 3.73 ERA in 70.0 innings. He has pitched parts of seven seasons in the Major Leagues and is 21-17 with a 4.36 ERA in 338 outings (all in relief).
